The question we started with

THE QUESTION #

Why can a scrupulously impartial peacekeeping force make one of the sides fight harder?

A force arrives that wants nothing. It takes no side's territory, endorses no side's claim, and applies the same rules to everyone. That is close to the definition of fairness, and yet the arrival of such a force sometimes coincides with one party fighting harder rather than less. If nobody is being favoured, who is being provoked?

The tempting answer is that somebody misunderstood, or that the force was not really impartial. Let us try the harder possibility: that a force can be impartial in everything it does and still be unequal in everything it causes.

Reasoning it through

Begin with what impartiality is a property of. It describes the mission's conduct — the same rules applied to whoever is in front of you. But conduct is not the only thing a deployment produces. It also produces a state of affairs: a line held, an area entered and not entered, a set of movements that become expensive.

Now ask what an interposition force actually does. It stands between the parties and makes the current line costly to cross. That is even-handed as conduct: it is equally costly for both to cross. But the line is not a neutral object. It is a distribution — of towns, roads, farmland, ports, populations — and a distribution favours whoever holds more of what they want. So freezing it delivers something to one party and denies it to the other, without the mission ever preferring either.

Which party, then, would fight harder? The one whose plan required the line to keep moving. For that side, the deployment is not a neutral event but a deadline. And a deadline produces exactly the behaviour you would predict: an attempt to reach a better line before the freeze sets, and an attempt to keep the freeze from becoming permanent afterwards.

There is a second route to the same result, and it does not depend on territory at all. Suppose the mission holds ground it has declared it will protect but is not equipped or authorised to fight for. Both parties can read that. One of them may then operate from inside or beside that ground, correctly calculating that its opponent's response is now constrained by the presence of the mission. The opponent's options narrow to two unattractive ones: accept the sanctuary, or attack it and accept the consequences. Neither is passive, and intensification is a common answer. The historical cases here are bitterly argued and I will not lean on any one of them; the structural point stands on its own, that protection which is announced but not enforced changes what each side can safely do.

A third route runs through consent. Most peace operations deploy with the agreement of a host government, and that agreement can be narrowed — movement denied, flights refused, the mission asked to leave. Impartial conduct combined with dependence on one party's permission is not symmetric in effect. The mission can inconvenience the party that never consented rather more easily than the party whose consent it needs.

Does this let us test the idea? It does, and quite sharply. If the mechanism is the freeze, then intensification should be concentrated in the party that expected to gain ground, not spread evenly; it should cluster in the period when a line is about to be fixed; and it should be weaker where the mandate is genuinely able to reverse gains made after deployment. The refuting observation would be escalation distributed evenly between the advantaged and disadvantaged parties, with no uptick as a ceasefire line approaches, and with enforcement-capable mandates showing the same pattern as observation-only ones. That would mean something other than the freeze is driving it.

Think of a referee with one rule: whenever play comes near either goal, he stops it and restarts from the halfway line. He applies it to both teams without exception. He is impeccably even-handed — and he is also, in effect, working for whichever team is ahead, because the team behind needs the very events he keeps cancelling.

A match has a scoreboard both teams agree on and a final whistle, so the trailing side knows exactly how long the referee's rule can hurt it; a war has neither, so the freeze is open-ended, and the losing side's only equivalent of extra time is to break the rule the referee is enforcing.

Clarifying the model

THE MODEL #

None of this makes impartiality a mistake. It makes it insufficient on its own, and worth separating from two things it is often confused with.

The first is neutrality. Impartiality is about applying the mandate's rules to everyone alike; neutrality would be indifference to the outcome. A mission can be perfectly impartial while its mandate — stop the fighting where it stands — is substantively not neutral at all. Confusing the two produces the surprised reaction we began with.

The second is inevitability. The effect is conditional, not automatic. Freezing a line only antagonises a party that expects to gain from continued fighting. Where both sides are exhausted and want a way to stop that neither can propose without looking weak, exactly the same mission is the thing both wanted. The mandate's consequences depend on what each side thinks the next month of fighting would have delivered — which is why a mandate written for one moment in a war can be badly matched to a later one.

I should also say plainly that the broader question — whether peacekeeping reduces violence overall — is contested and hard to settle, because missions are sent to the worst wars, so a raw comparison against places with no mission is not a fair one. Quantitative work has generally found larger and better-resourced deployments associated with less fighting, but the identification problem is real and unresolved. It is also worth noticing who is arguing: governments, armed movements, and the organisations that mount the missions all have standing interests in the answer.

Impartiality governs how a mission behaves, not what its presence produces. What it produces is a frozen distribution, and a distribution is never symmetric between a party that holds what it wants and a party that does not. So the side that needed the line to keep moving is handed a deadline, and it responds to a deadline the way anyone does — by hurrying. The mandate, not the mission's fairness, is where the effect lives, which is why the interesting design question is not "are we being even-handed" but "who does the state of affairs we are enforcing actually suit".
