The question we started with

THE QUESTION #

Why would a governing body outlaw a suit or a racket that would have made every competitor faster?

If a new suit makes every swimmer faster, nobody is disadvantaged. The race is still decided between the same people in the same order, and the spectacle improves. Banning it looks like pure conservatism — a governing body preferring the past to a better present. So either the ban is irrational, or "faster" is not the thing the governing body is protecting. Which is it?

Reasoning it through

REASONING #

Start with the observation that a universal improvement is competitively worthless. If everyone gains the same, nobody wins anything they would not otherwise have won. So the gain is not distributed to the athletes; it is absorbed into the baseline. Whatever the ban costs, it does not cost anyone a victory.

What does it cost, then? Two things, and they are worth separating.

The first is the record. A record is a comparison, and its distinguishing feature is that most of the people being compared are not present. The swimmer of 1990 cannot come back and race in the new suit. So a device that shifts the whole baseline does not make the record book better — it severs it. Afterwards the book records which era you swam in at least as much as how well you swam, and it stops being a single series. Notice that this cost is invisible on the day and total in the long run, which is exactly the shape of thing an institution exists to notice on everyone's behalf.

The second is subtler, and it is the one that decides most cases. A sport is not a search for the fastest way to move a body from A to B; it is a deliberately constrained problem, and the rules are what specify which human capacities are being compared. Swimming compares, among other things, the ability to hold a low-drag body position and to keep the hips high through fatigue. A suit that supplies buoyancy and compresses the torso does not help the swimmer do that — it does it for them. The event afterwards is still a race, but it is a race that measures slightly less of the swimmer.

Hold those two apart and a test appears. Ask of any new device: does it supply the capacity the sport exists to compare, or does it remove a limitation the sport never meant to test? A synthetic track surface removes an irrelevant limitation — nobody thinks running is a test of tolerating cinders — and no one has ever proposed banning it. Goggles, better nutrition, lighter shoes for a while, timing systems: all improve performance and none substitutes for the tested capacity.

There is a third rationale that stands apart from both: safety. When men's javelin throws began landing close to the far end of stadiums, the implement was redesigned rather than the technique restricted — from memory, in the mid-1980s — and distances fell sharply. That was not about comparability or about what the event tests. It was about geometry and a finite infield.

And a fourth, which explains why bans often follow money. If the advantage can be bought, competition partly relocates from the athlete to the budget, and where it is expensive the field is sorted by access. Even when everyone eventually buys in, everyone has paid more to finish in the same order — an arms race whose participants would all prefer the rule that stops it.

Think of a governing body as the author of an exam rather than a referee. The exam's questions are chosen to test particular things, and a calculator is not banned because it makes arithmetic hard — it is banned in the arithmetic paper and permitted in the physics paper, because in one it does the thing being examined and in the other it clears an obstacle to it.

Clarifying the model

THE MODEL #

The account claims that bans track substitution for the tested capacity, not size of benefit. That is a falsifiable claim, so consider what would refute it: a technology banned despite plainly not supplying any tested capacity and being cheaply available to everyone, or one retained despite obviously supplying it.

The second case exists, which is the honest part. The fibreglass vaulting pole did as much of the athlete's work as any suit ever did — it stores and returns the energy of the run-up — and it was kept, with the old marks quietly abandoned. Plated road-running shoes return elastic energy that a runner's own tendons would otherwise have to supply, and they were regulated by stack height rather than removed. So the model is descriptive, not predictive. What determines the outcome is partly timing: a technology adopted before an authority consolidated, or adopted so widely before anyone acted, tends to be absorbed and the record series restarted around it. Governance here is path-dependent in the ordinary way, and a rule written after the fact usually grandfathers in whatever already exists.

One further boundary. A neighbouring question — why records keep falling — reads the swimsuit era and its reversal as evidence about athletes. This piece asks the opposite: not what the technology did to performance, but why an institution would give up a gain it could have kept. Records are the evidence there and the object of protection here.

A ban is not a refusal of speed. It is a decision about what a sport is a test of, and about whether its record book remains one series or becomes a set of incompatible eras — both of which are things no individual competitor has any reason to protect, since a universal gain wins nobody anything. The useful question about any new device is therefore not how much faster it makes people, but whether it does a part of the job the athletes were there to be compared on. That question does not always win, and when it loses, the reason is usually that the technology arrived before anyone was in a position to ask it.
