THE QUESTION #

Why does a warship with the finest radar afloat often choose to keep it switched off?

A navy spends years and a great deal of money fitting a ship with a radar that can see farther than anything the other side has. Then, on the day that matters, the ship sails with it switched off. That looks like waste, or superstition. It is neither, and the reason is not tactical taste — it falls out of the arithmetic of how far energy travels.

Reasoning it through

Begin with what a radar has to do. It is an active sensor: to see anything, it must first shout. It emits a pulse, the pulse spreads out as it travels, a tiny fraction strikes a target, a tinier fraction of that scatters back along the line it came from, and the set listens for it.

Count the journeys. The pulse spreads on the way out, and the reflection spreads again on the way home. Energy radiating in all directions thins with the square of distance, and this signal pays that toll twice — so the echo you receive falls roughly with the fourth power of range. The other ship, meanwhile, is not waiting for an echo. It is being illuminated directly. Its receiver pays the toll once, so what it hears falls with the square of range.

Now let the range double. Your own returning echo drops by a factor of sixteen. His received signal drops by four. Ask what that means for the range at which each of you succeeds, and the answer is uncomfortable: a simple receiver, wanting only to notice that a pulse exists, can generally do so well beyond the distance at which your set can pull a usable echo out of the noise. The instrument that lets you see is the instrument that announces you — and it announces you first.

Worse, it does not merely announce that something is there. A radar has a signature: its frequency, how long each pulse lasts, how often the pulses repeat, how fast the beam sweeps. Those parameters are catalogued, so an intercept does not report "a ship" but "a set of this type, therefore a hull of that class." Silence gives an adversary nothing; a few seconds of transmission can give him the ship's identity.

So why ever radiate? Because the alternative is blindness, and blindness is also lethal. This is a trade, not a rule. What a commander actually manages is the terms: radiate briefly rather than continuously, radiate when already located, radiate when someone else can do the seeing for you. A formation can nominate a single unit to emit on everyone's behalf and pass the picture over a datalink — which shifts the exposure onto one ship rather than removing it, and which itself emits, so the trade recurs one level down.

There is an honest qualification here. Intercepting a pulse gives a bearing, not a firing solution. Range takes more work — bearings from two places, or one bearing watched as it changes. So emitting does not hand an adversary your position; it hands him a direction, an identity, and a reason to look. And the asymmetry is not fixed by nature: radars designed to spread their energy thinly across a wide band, so that no instant of it stands out from noise, deliberately attack the very advantage the listener enjoys. How far that closes the gap in practice is a matter on which the people who build such sets and the people who build intercept receivers both have an interest, and neither publishes.

If the asymmetry is really what drives the doctrine, it should be testable. The prediction is that silence is kept where being heard is the dominant risk, and abandoned where it is not — a ship already tracked by satellite, in a monitored strait, or in harbour, has nothing left to protect and should radiate freely. What would refute it: crews holding radars silent in exactly those situations, or navies with the best passive intercept equipment being the most willing to transmit. That would mean the practice was habit rather than arithmetic.

But anyone else in the building sees the beam, and the glow around it, from very much farther away than you can see them — and the moment you switch on, you have told them where to look while learning almost nothing.

Clarifying the model

THE MODEL #

The point is not that radar is dangerous and should be avoided. It is that active sensing has an inherent structural cost, paid in a currency separate from anything the set's designers control: the round trip your signal must make and your opponent's does not. No improvement in receiver sensitivity removes it, because the same improvement is available to him on the easier one-way path.

It also follows that emissions control is not a switch but a posture with grades, and that the grade is chosen against a specific threat picture. Silence is expensive — it means fighting on other people's information, which arrives late and second-hand. A crew keeping silent has not decided that radar is bad; it has decided that on this day, in this water, the first side to be located loses more than the first side to see.

A radar's range is not one number but two, and they are not equal. Because the echo makes a round trip and the adversary's intercept does not, the distance at which a set can be heard generally exceeds the distance at which it can see — so switching it on trades a small circle of vision for a large circle of exposure, and hands over the ship's identity as well as its bearing. Emissions control is what that trade looks like when it is managed deliberately rather than by reflex.
