Combat overclaiming
A Socratic walk-through of combat overclaiming — reasoned out one step at a time, not lectured.
The question we started with
THE QUESTION #Why do honest pilots report far more kills than the enemy actually lost?
On 15 September 1940, Fighter Command reported 185 German aircraft destroyed over southern England. The Luftwaffe's own records, read after the war, put the day's losses at something closer to sixty. Across the whole Battle of Britain the RAF claimed roughly 2,700; the German loss ledgers support something under two thousand. The Luftwaffe's claims against the RAF were wilder still.
The tempting reading is that someone lied. But these were claims filed by men who had just risked their lives, checked by intelligence officers who wanted the truth, in a force whose survival depended on knowing whether the enemy was actually being worn down. If deceit were the explanation, the error would wander — some units under, some over. It does not. It leans one way, in every air force, every navy, every war we have records for. A bias that reliable is not a moral fact about pilots. So what is it a fact about?
Reasoning it through
REASONING #Start with what a claim actually is. It is not a measurement of an enemy aircraft's fate. It is a report of what one person saw through a windscreen, at closing speeds of several hundred miles an hour, in a fight lasting a few seconds, while being shot at. Ask yourself what evidence is even available in that situation. Smoke. A dive. A parachute. A shape that stops manoeuvring.
Now ask the harder question: which of those signs is reliable? An engine that streams white glycol may be finished, or may be flown home and repaired by Thursday. A dive may be a death or an escape — diving away is the standard way of breaking off. So the observable evidence is genuinely ambiguous, and the pilot must resolve the ambiguity in the moment, from a bad angle, with adrenaline running.
Here is the step that matters. Suppose every pilot resolved that ambiguity perfectly fairly — fifty-fifty, no thumb on the scale. Would the totals come out right? They still would not, and the reason is structural rather than psychological. Consider three fighters converging on one bomber. All three fire, the bomber goes down, and all three saw it go down. Each files an honest claim. One aircraft, three claims. Nothing in that sequence requires a single person to shade the truth.
And notice the shape of the error. A pilot can overclaim by two, or three, or five. He cannot underclaim by two — there is no such thing as a negative kill. The floor is zero and the ceiling is open. Any process with an asymmetric error range and no correction path drifts in one direction, whatever the honesty of the people inside it.
Which raises the question of correction. Why did nobody catch it at the time? Because the one document that would settle it — the enemy's own loss ledger — is the one document you do not have. You can count your own wrecks exactly. You must infer the enemy's. So the two halves of the exchange ratio are measured by completely different methods, one precise and one inferential, and only the inferential half is free to inflate. That asymmetry is the whole engine. Where an air force did get ground truth — wrecks on its own soil — claims tightened noticeably, which is a decent test of the explanation rather than just an illustration of it.
The analogy
THE ANALOGY #Think of a crowded room where a glass falls and shatters, and everyone is later asked how many glasses broke. Each person heard one smash, so each honestly reports one. Add up the reports and the room has apparently lost a dozen glasses. Nobody exaggerated; the count went wrong because a single event produced many independent witnesses, and the tally added witnesses rather than events.

Clarifying the model
THE MODEL #Two misreadings are worth heading off. The first is that overclaiming is a discipline problem, curable by sterner debriefing. Stricter rules — gun-camera film, corroborating witnesses, credit split into fractions — do shrink the gap, and air forces adopted them for exactly that reason. But they cannot close it, because they attack the pilot's judgement while the multiple-witness problem and the missing enemy ledger sit outside the pilot entirely.
The second is that the numbers are therefore worthless. They are not; they are just a different measurement than they appear to be. Claims track combat intensity fairly well, and they move roughly with real losses. What they cannot do is bear the weight of the question commanders most wanted to ask them: is the enemy running out of aircraft? Two forces both reporting a favourable exchange ratio, both sincerely, is not a paradox — it is the expected output.
One honest caveat: the ratio between claims and reality is not a fixed constant to correct by. It varies with the type of fighting, with how much of the wreckage falls on friendly ground, and with how much verification the force demands. Historians reconstruct it case by case from both sides' records, which is why the corrected figures for a given battle keep moving.

WHAT CLEARED #The gap between claims and losses is not a measure of how truthful an air force is. It is a measure of how the two sides of a battle are counted — one by direct inspection, the other by inference from fragments — and of what happens when several honest witnesses each report the same event. Overclaiming is what a fair process looks like when its errors can only run one way and nothing exists to pull them back.
