THE QUESTION #

Why does a team use three pitchers to finish an inning that one could have thrown?

A pitcher retires the first batter of the eighth inning on four pitches. He looks fine. The manager takes him out anyway, brings in a second pitcher to face one hitter, then a third to finish. The inning takes twenty minutes and three warm-up routines to complete what one arm plainly could have completed alone.

The natural reading is that this is over-management — a manager doing things to look busy. That reading is worth testing, because it assumes the three pitchers are interchangeable units of the same commodity. What if they are not? What if a "pitcher" is not one kind of thing at all?

Reasoning it through

REASONING #

Begin with an observation that has nothing to do with tactics. Hitters do better against a pitcher the more they see him within a single game. Batting lines improve measurably from the first time through a lineup to the second, and again to the third — the times-through-the-order penalty. The size of the effect is argued over, and how much is genuine familiarity versus accumulated fatigue versus the fact that pitchers who last longer face better lineups is genuinely unsettled. But the direction is not in dispute.

Pause on that. It means a pitcher's value is not a constant he carries around. It is a quantity that decays within the outing. So the question "is he still good?" has no answer independent of how many times these particular hitters have already seen him.

Second observation. Batters and pitchers are not symmetric across handedness. A right-handed batter hits worse against a right-handed pitcher, because a breaking ball moves away from him and he picks the ball up later. The gap is large enough to be one of the most reliable edges in the sport — and it is larger for some pitchers than others. A pitcher whose main weapon is a slider may be close to unhittable against same-handed batters and quite ordinary against the other kind.

So now describe the eighth inning honestly. It is not "three outs to record." It is three specific human beings, with known handedness and known weaknesses, arriving in a fixed order. And the bullpen is not "spare pitchers." It is a set of arms with different shapes of advantage, each of which can be spent for roughly fifteen pitches at full effort with no need to pace himself for a sixth inning.

Given that, what is the manager's actual problem? He has a small set of specialised tools and a known sequence of tasks. Matching each tool to the task it is best at is not fussiness — it is the only thing to do with a set of tools that differ.

There is a third piece, easy to miss. A reliever asked to throw one inning can throw harder than a starter asked to throw six. He does not have to hold anything back, and he does not have to hide a third pitch for later. Specialisation does not merely sort existing ability; it raises the ability, because a narrower job permits a maximum-effort version of it.

But if narrowing the job is so good, why not narrow it further — a pitcher per batter, all game? Two limits bite. First, the roster: every specialist occupies a spot that could be a hitter, and leagues cap pitcher counts precisely to stop the spiral. Second, the rules themselves pushed back. Major League Baseball introduced a three-batter minimum in 2020: a pitcher must face at least three batters or finish the half-inning. That rule exists because the specialisation had run far enough to damage the product — it deliberately re-widens the job to keep games moving, and it effectively ended the one-batter left-handed specialist as a role.

Which tells us something worth keeping: the optimum here is not set by the mechanism alone. It is set by the mechanism against a constraint — roster space, fatigue across a season, and a rulebook willing to intervene when the optimisation gets ugly.

A bullpen is a surgical team rather than a shift of general practitioners. No one asks why the anaesthetist does not also close the wound. The tasks look adjacent from outside, but each has been trained for narrowly enough that swapping the people would lose more than the handover costs — and the handover is the visible, irritating part.

Surgical specialisation is permanent and credentialed, whereas a reliever's advantage is situational and can reverse within one inning — the same pitcher who is the right choice against this batter is the wrong choice against the next, which is why the substitutions look so restless.

Clarifying the model

THE MODEL #

Two refinements.

First, the manager is not claiming the new pitcher is better than the outgoing one. Frequently he is worse in the abstract. The claim is narrower and stranger: that he is better against this batter, right now. Confusing "better pitcher" with "better matchup" is what makes the move look irrational from the stands.

Second, this is not free. Each change costs warm-up throws that count against a reliever's availability tomorrow, removes the option of using that arm later in the game, and hands the opposing manager information — once you commit a left-hander, he can send up a right-handed pinch hitter and turn your advantage into a disadvantage. The substitution game is genuinely a game, with the last change often being the decisive one.

And the practice is not static. As starters' innings have fallen, some clubs have swung back towards multi-inning relievers who can face a lineup once cleanly, which trades the matchup edge for fewer handovers and less bullpen depletion. There is no settled answer; there is a live trade-off being re-priced every season.
